NDIS Plan Budgets Explained: Core, Capacity Building and Capital Supports

When a new NDIS plan arrives, the first page most people look at is the total dollar figure. The more useful page is the one that breaks that figure into budgets. Understanding how the three budgets work is the difference between a plan that runs out in month eight and a plan that carries you comfortably to your next reassessment.
Core Supports
Core is the budget for everyday help. It typically covers:
- Assistance with daily life such as personal care, showering, dressing and meal preparation.
- Consumables like continence products or low-cost assistive items.
- Social and community participation including support to attend activities, appointments or groups.
- Transport when disability prevents you using public transport.
Core is the most flexible budget. Money can usually be moved between the categories above without going back to the NDIA, so if you need more community access this month and less help at home, that is generally allowed.
Capacity Building
Capacity Building is the budget for supports that build skills and independence over time. Common categories include:
- Support coordination to help you find and manage providers.
- Improved daily living which funds allied health such as occupational therapy, physiotherapy, podiatry and psychology.
- Improved health and wellbeing including exercise physiology and dietetics.
- Increased social and community participation for skill-building programs.
Unlike Core, Capacity Building funding is locked to its category. Physiotherapy money cannot be spent on support coordination. Knowing this early helps you plan appointments across the whole year rather than running out in one area.
Capital Supports
Capital covers higher-cost, longer-lasting items:
- Assistive technology such as wheelchairs, shower chairs or communication devices.
- Home modifications like grab rails, ramps or bathroom changes.
Capital funding is usually tied to a specific item that was requested with a quote or an allied health report. It cannot be redirected to other supports.
Three habits that stretch any plan
- Track spending monthly. Whether you are self-managed, plan-managed or agency-managed, ask for a statement each month and compare it to the plan’s length.
- Book allied health early. Waiting lists for occupational therapy and psychology can be long. Booking in the first quarter of a plan avoids unused funding at the end.
- Keep evidence. Every report from a physiotherapist or support coordinator becomes evidence for your next reassessment. Save them in one folder.
